Company founder, Tom Petruska has over 33 years of outstanding accomplishments with Government contracts and subcontracts, and commercial contracts, including preparing cost and price proposals; negotiation, formation, and administration of contracts and subcontracts; contract close-out and Government regulatory compliance; preparation of certified claims and termination settlement proposals; work closely with vendors on subcontracts, and commercial customers. Few possess his in-depth knowledge of GSA Schedules Program and compliance, Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Uniform Commercial Code (UCC). Tom is also experienced in preparing capital, revenue, and operating budgets; cash flow forecasts; indirect rates and labor rates. He has an excellent record of maintaining strong relationships with Contracting Officers, DCAA auditors, and DCMAO analysts.

Frances Bernstein
Dr. Bernstein manages all activities and processes involved in the development of proposals. She develops proposal strategy and win themes; prepares a compliant outline for responses to the request for proposal (RFP); prepares and revises a development schedule; leads the writing team in gathering data and writing proposal sections; helps guide relationships and contributions of teaming partners; interfaces with pricing, contracts, operations, and production staff; plans and oversees all development activities; tracks status and action items; ensures all sections stay on schedule and all resources are identified and mined; chooses and orders collaterals for production and delivery; implements a system to ensure version control is in place continuously; reviews the document so that all sections remain compliant and responsive; oversees preparation of the document for review teams and conducts or participates in proposal reviews with management; and manages production for on time proposal delivery. As proposal manager, she demonstrates expertise in complex project management and excellent communications skills; works closely with customer and staff assigned to the proposal; and performs all other related tasks to produce a high-quality proposal.

Robert B. Gahagan, Communication and Government Contracting Professional Bob has spent over 40 years (25 yrs. with the IBM Corporation and 18yrs with his own consulting company) providing proposal consulting, business development, mentoring and coaching, speaking skills development and procurement and systems training to government contractors. His company has helped clients win $3B in contract awards, $90M of which resulted from successful government oral presentations by teams he coached. Bids were supported to DOD, US Army, US Navy, US Air Force, FAA, DOI/US Forest Service, DHS, NGA, NIH, Pentagon, FCC, GSA, VA, DOD COSSI, National Park Service, IRS, USAF, USDA, and FCC, as well as SBIR. Also, through his support to a government/university co-sponsored program, he has also provided counseling, coaching and mentoring on government procurement, business development, priming vs. subcontracting approaches, and strategy planning to almost 1200 companies to-date, as well as government proposal training to more than 1000 working-adult students over the past ten years and currently.
Robert J. Hatfield, CPCM
Seasoned manager & senior consultant on all facets of contracts/procurement services, with emphasis on strategic business thinking, organizational process analysis-improvement and staff mentoring. Bob has more than 35 years of experience in information technology, aerospace, professional services procurement and contracts management. He led a staff of specialists in information technology services & commodity contracting, was a principal advisor to operations managers on acquisition policy and strategies, and served as a Small Business Advocate as well as Senior Procurement Officer for the World Bank Group. Bob has advised US and European Global 100 client acquisition project teams on major IT Outsourcing and Systems/Application Deployments in a wide range of commercial product/services markets. A key concentration currently is performing capability assessments against industry best practices and federal guideline standards (CPSR) as the basis for assisting clients with needed remediation.
Phil Karsner
Phil Karsner has over 25 years of experience in the management and administration of government and commercial contracts. Most recently he held the position of Vice President of Contracts, Pricing, and Procurement at DRS Technical Services, Inc. where he was resppnsible for the leadership and oversight of all contractual, subcontracting, procurement and pricing functions for the company. Prior to DRS Phil was the Director of Contracts for the Public Services Group at BearingPoint with responsibility for management and oversight of contract/subcontract functions. Previous positions held were Senior Counsel at EDS, and Director of Contracts and Corporate Counsel at Microdyne Corporation. Phil has also held positions in contract management at SAIC and PRC. Currently Phil is consulting on government contract matters, associated with Contracts Unlimited, Inc. Phil is also an instructor in government contracts topics for Federal Pubilcations.
Phil holds a BA degree in Political Science from the American University and a JD from the University of Richmond School of Law. Phil is a member of the Virginia Bar.
Nancie Gallegos Kie, Attorney at Law
Nancie Kie is first and foremost a trial lawyer. Her litigation practice includes family law, personal injury, and criminal defense. Ms. Kie's clients are juveniles, adults, families and businesses throughout Warren, Shenandoah, Rappahannock and Frederick counties in Virginia. She is a former Warren County prosecutor. Nancie stays active within the legal community. She serves as pro bono legal counsel for the Humane Society of Warren County. She participates in Front Royal Rotary Club activities and events and is an active member of the Foster Care Alumni of America.

Ms. Norby has extensive experience in Government Preaward Solicitation Development, Cost Price analysis, Alpha contracting, negotiations, performance based contracting, requirements development, along with contract management and implementation. Her specialties include both products and services for IT, military products including weapons and business case analysis, scientific technical information and federal government acquisition management and training.
